Two reasons. The substantive one: if the current service is good, the community will want to know that before changing. The legal one: if every firm was invited on the same terms, the decision is much harder to challenge later. A vote that looks decided in advance is not.
The managing agent must keep the community's accounts and preserve its records, and the minutes and community records are available to owners. That is the basis of the requests this tool generates.
